Justice Minister Counselor Nasser Al-Saneet issued a decision on Sunday to form a specialized committee to study, draft, and develop the legislative framework concerning rental matters, establish a new regulatory system for homeowners' associations, and review relevant provisions of the Civil and Commercial Code.
In a statement to Kuwait News Agency (KUNA), Counselor Al-Saneet stated that the committee will focus on developing the legal framework for rentals as part of preparations to digitalize the system, which would enhance balance between parties in rental relationships. Additionally, it will create a legal framework for homeowners' associations to promote governance and transparency in managing jointly-owned properties, while reviewing related legal texts to ensure legislative consistency and coherence.

Chairman: Appellate Court Counselor Mohammed Al-Sane'
Vice Chairman: Appellate Court Counselor Khaled Al-Asousi
Members: Appellate Court Counselor Abdullah Al-Kandari, Judge Mohammed Al-Rabia'a, Judge Youssef Al-Kandari
Committee Secretary: Sultan Al-Shajai
The Minister emphasized that the committee will adopt a consultative approach, engaging relevant government entities and stakeholders in the real estate and housing sectors to benefit from their expertise and suggestions. This collaborative effort aims to develop comprehensive, practical legislation that addresses real-world needs while incorporating international best practices.
