The Ministry of Manpower announced a ban on employing workers outdoors daily from 11 am to 4 pm, effective from June 1st to August 31st each year..

The authority is granted the power to amend the timing or duration of the curfew in accordance with climatic and environmental changes,

with the exception of certain work that is technically or operationally necessary, provided that prior approval is obtained from the Labor Inspection Department.

Employers are obligated to provide cold drinking water, first aid supplies, and shaded areas for workers' rest.

Legal action will be taken against violators.

The First Deputy Prime Minister, Minister of Interior, and Chairman of the Board of Directors of the Public Authority for Manpower, Sheikh Fahad Al-Yousef, issued Ministerial Resolution No. (3) of 2026 regarding the regulation of employment in open-air workplaces during curfew periods and adverse weather conditions. The Public Authority for Manpower announced that the resolution comes within the framework of strengthening occupational safety and health requirements and protecting workers from the risks resulting from direct exposure to harsh weather conditions.

The Director General of the Public Authority for Manpower, Eng. Rabab Al-Osaimi, confirmed that the resolution is based on the laws and regulations governing the labor market, and keeps pace with climate changes and promotes a safe working environment in open-air workplaces. She pointed out that the issuance of the resolution reflects the Authority's commitment to developing the labor legislation system to achieve the highest standards of protection and care for the workforce in the State of Kuwait.
