A ministerial decree was issued specifying the fees for converting a visit visa to a regular residency permit, in accordance with the provisions of Article 16 of Ministerial Decree No. 2249/2025. The decree, issued by the First Deputy Prime Minister and Minister of Interior, Sheikh Fahd Al-Yousef, stipulates that a new clause, numbered (4), be added to paragraph (ninth) of Article (39) of Ministerial Decree No. 2249/2025, stating that the fee for converting a visit visa to a regular residency permit is 150 Kuwaiti Dinars, with the exception of domestic workers and those in similar categories.According to the decision, which was published in the official gazette “Kuwait Today” in its issue issued today, Sunday, this fee is related to converting the visit visa to a residence permit according to the provisions of Article (16) of Decision No. 2249/2025, which specifies 5 cases for conversion, and stipulates the following: It is permissible to convert the entry visa for a visit visa to a regular residence permit in the following cases: 1- For those coming with a government visit visa to one of the ministries of the state, public authorities or public institutions, and this is limited to holders of university qualifications and owners of technical specializations, with the approval of the Director General of the General Department of Residence Affairs.2- For domestic workers and those in similar categories. 3- For joining a family member who entered on a family visit visa or a tourist visa. 4- For those who entered the State of Kuwait on a work visa, initiated the procedures for obtaining residency permits, and then left involuntarily, remaining abroad for a period not exceeding one month. 5- For other cases as determined by the Director General of the General Directorate of Residency Affairs.
