Minister of Health Dr. Ahmed Al-Awadhi issued Ministerial Resolution No. (237) of 2026 regulating the distribution of tobacco and nicotine products and nicotine delivery systems in the State of Kuwait. This resolution aims to promote public health and reduce the health, economic, and social harms resulting from the consumption of these products.
The resolution covers all tobacco and nicotine products and nicotine delivery systems, including electronic cigarettes, heated tobacco devices and products, liquids, cartridges, sachets, and smokeless and oral tobacco products, as well as newly introduced products.
According to the decision, the sale, display, or distribution of these products is prohibited in nurseries, kindergartens, schools, institutes, universities, colleges, and all governmental and private educational institutions.
The ban also includes health and medical facilities in both the public and private sectors, government agencies and institutions, as well as sports clubs, health institutes, youth centers, theaters, cinemas, and facilities designated for children and youth.
The decision further prohibits their sale in grocery stores, mobile carts, temporary kiosks, exhibitions, entertainment events, or through self-service kiosks. The sale of the products covered by the decision is also prohibited through websites ,
